How we can help

Due Diligence / Feasibility Consultation

Thinking about purchasing a parcel of land? Our team can help you with due diligence before purchase to ensure there a no hidden surprises that could get in the way of your plans.

Once you have decided you want to subdivide your land it is important to obtain quality advice on the project feasibility. Relevant members of our team will meet with you to discuss the potential of your land and what the process will look like.

  • Our surveying team are experts in understanding the overall process.

    Our team will explain the journey from when you engage us through to receiving new titles. This will include project timelines and third-party cost estimates.

    High level scheme plans can be prepared to show what we think is achievable.

  • During the feasibility consultation we discuss how your proposal relates to the relevant council rules.

    This will include minimum lot sizes and any special character or environmental policies that are applicable.

  • We will discuss how the new lots will be accessed and serviced.

    We will advise if there are any mapped natural hazards that will need to be considered. High-level cost estimating can be provided to assist decision making.

Resource Consents

Our Planning, Surveying, Civil and Geotechnical Engineering teams come together bringing their expertise to the project to ensure seamless delivery of your development.

  • Our planning team will facilitate a pre-application with the council.

    • They will also undertake: Consultation / engagement with other stakeholders such as Iwi, NZTA, Department of Conservation when needed.

    • Prepare the consent application and assessment against the relevant planning rules.

    Most applications will require specialist technical inputs, that our planning team will co-ordinate and summarise in the planners report.

  • The surveying team will:

    • Undertake a topographic survey and establish where the existing boundaries are.

    • Refine the scheme plan based on the site and any engineering considerations.

  • If you are creating new lots for buildings, council will require a geotechnical assessment of the suitability of the land for development.

    Our team will recommend an approach based on the local geology, topography and the scale of your proposal.

  • The civil engineering team will prepare a report addressing the servicing of the site and address natural hazards such as flooding.

    For some developments preliminary engineering plans are required at this stage to demonstrate feasibility to for the council.

  • If you are changing land use or are identified as a HAIL site then you may need a land contamination report as part of your submission for resource consent.

Detailed Design

Some subdivisions will need to have physical works completed.  This requires detailed design of the works and a second approval process with council. 

This phase of the development is led by the civil engineering team with input from geotechnical team when required.  This can include design of water infrastructure, roads, pavements, site levels, and retaining walls.  We will liaise with third parties, such as landscape architects and council asset teams as required. 

  • With the full suite of engineering consultancy services in house, the wider BCD team are able to help with comprehensive developments and help clients with any structures they may wish to build on their subdivision.

    Our structural and fire engineering teams will carry out the necessary design work to obtain the building consents.

Construction

The surveying team will set out the works in accordance with the design.  Our Engineering and Environmental teams will undertake inspections at important milestones so that the work can be signed off for council.

Completion

Once any physical work is finished it is time to complete the documentation for council for issue of new titles.

  • The surveying team will:

    • Peg the new boundaries and prepare the land transfer survey plans.

    • Advise on what documents are required from other parties and will assist in obtaining them.

    • Prepare the documentation for final sign off from council (223 / 224 / works clearance). This will include Liaoning with your solicitor and LINZ for your new titles to be issued.

  • The engineering teams will provide the construction monitoring records for the works that have been completed.

    This can include council forms, producer statements and geotechnical completion reports.
